According to the official website of Junior Eurovision 2020, the Armenian broadcaster AMPTV has decided to withdraw from participation at Junior Eurovision 2020.

The broadcaster is unable to complete the required preparations for Junior Eurovision 2020 due to the introduction of martial law in the region as a result of the ongoing conflict in Nagorno-Karabakh (Artsakh)
You can read the statement of Martin Österdahl, the Executive Supervisor of the Junior Eurovision Song Contest and Eurovision Song Contest:

“Armenia is one of Junior Eurovision’s most successful competitors, having participated in 13 previous contests and never finished outside the top 10. We understand the reasons for their withdrawal, but it’s very sad news and they will be missed. We hope to welcome them back in 2021.”
Following the withdrawing of Armenia, the line-up of Junior Eurovision 2020 will include only 12 counties:
Belarus – Arina Pehtereva – Aliens (Пришельцы)
France – Valentina – J’imagine
Georgia – To be announced
Germany – Susan – Stronger With You
Kazakhstan – Karakat Bashanova – Forever
Malta – Chanel Monseigneur – Chasing Sunsets
Netherlands – UNITY – Best Friends
Poland – Alicja Tracz – I’ll Be Standing
Russia – Sofia Feskova – My New Day (Мой новый день)
Serbia – Petar Ančić – Heartbeat
Spain – Soleá – Palante
Ukraine – Oleksandr Balabanov – Vidkryvai (Відкривай)
This edition of Junior Eurovision was characterized by several withdrawing. All of them (but Armenia) were caused by the consequences of the Covid- 19 pandemic: Australia, Wales, Italy, Ireland, Albania, North Macedonia and Portugal
