According to the Greek website TVNEA , Alex Papaconstantinou will be the composer behind Cyprus entry for Eurovision 2021.

Alex P is a Greek composer, songwriter and music producer that was born in Sweden.
During the years, he was involved is composing several Eurovision songs, such as:
Greece 2007 (Sarbel – Yassou Maria)
Azerbaijan 2009 (Aysel and Arash – Always)
Cyprus 2012 (Ivi Adamou – La La Love)
Cyprus 2018 (Eleni Foureira – Fuego)
Cyprus 2019 (Tamta – Replay)
Waves of rumors have hit the Eurovision fandom, suggesting Eleni Foureira has a proposal to represent Cyprus at Eurovision 2021.

However, things come to fulfillment: Next week, a special meeting will occur in Athens. Eleni Foureira, Alex Papaconstantinou, representatives of RIK (The Cyprian broadcaster) and Panik Records (A Greek record company) will discuss the participation of Cyprus at Eurovision Song Contest 2021, considering Eleni as a representative.
The meeting will determine whether Eleni will represent Cyprus in the second time.
