The winning song is “Monument” by Norwegian band KEiiNO:
The band participated in the “Melodi Grand Prix 2021” (Norwegian selection for Eurovision 2021), and won second place in the grand final of “Melodi Grand Prix 2021“.
In 2019, the band represented Norway at Eurovision 2019 with the song “Spirit in The Sky”. They won the televote, but received less support from the jury.
Eventually, they finished in 6th place in the grand final of Eurovision 2019:
The band members reacted:

Wow, we can’t believe this!! Thank you for voting for us at Second Chance
We appreciate all of you so much, and can’t wait to sing and dance with you very soon! «Monument» is a song close to our hearts, and to see that you feel the same means the world to us
Virtual hugs and kisses – A, T & F
OGAE Second Chance 2021 includes only 14 participating countries.
A lot of countries haven’t held any national selection this year, since they chose Eurovision 2021 same artists as for Eurovision 2020: Romania, Moldova, Iceland, Malta, Australia, Slovenia, Serbia, the Czech Republic, Latvia and more absent from the contest this year.
It is the 4th time that Norway has won “OGAE Second Chance”. Previous times were in 1992, 1993, and 2013.
