The official deadline for national broadcasters to submit participation requests at Eurovision 2025 is the 15th of September 2024.
Based on a report made by the Dutch outlet Parool.nl, we learn that the Dutch broadcaster AvroTros requested an extended deadline to confirm participation in Eurovision 2025.
The EBU granted them the 1st of November 2024 as the updated deadline.

The Netherlands doubts about participating in Eurovision 2025 follow the sequence of events during Eurovision 2024.
An incident related to the Dutch representative Joost Klein and a Swedish female production employee, made the EBU disqualify The Netherlands from the Eurovision 2024 grand final

Ever since then, the incident escalated into an investigation managed by the Swedish police, which came to an end only recently.
The disqualification led to the dissatisfaction of the Dutch broadcaster.

Over the last few weeks, AvroTros and the EBU have held several discussions.

AvroTros representative commented:

In order to give this constructive dialogue a chance of success, AvroTros has requested a postponement for the decision on participation. The EBU has granted this postponement until 1 November, for which we are grateful

The EBU is still hopeful that The Netherlands will take part in Eurovision 2025.
The ongoing conversations have been described as “constructive dialogue”.

Joost Klein represented The Netherlands at Eurovision 2024 with the song “Europapa”.
He finished 2nd in semi-final 2, but was disqualified from the final:
